[760-762] Notwithstanding the fact that the defendant, Massachusetts Port Authority, had in May of 1969 admittedly commenced landfill, dike and drain construction, and surcharging in preparation for a disputed runway project prior to the effective date of G. L. c. 30, § 62, where there was ample evidence that none of these steps constituted a binding commitment to build runways, there was no error in the Conclusion that the runway project did not ""commence"" within the meaning of § 62, and regulation 13 of the Executive Office of Environmental Affairs until after the effective date of § 62, thus making the selection applicable to the project.
